Emergency Response

In the petroleum industry, safe and efficient operation depends upon the observance of basic safety principles which have been developed through experience, the training of all staff in all areas of operations and a coordinated response to emergency situations both inside and outside the installations.

In any emergency situation that arises, clear and explicit communications are essential to maintain control.  All terminal staff are expected to maintain a thorough knowledge of emergency procedures.

The Company has developed an Emergency Response Plan (ERP). We believe that the purpose of this plan is;

S To control or limit any effects that an emergency or potential emergency may have on the site, on neighbouring areas and off site locations

S To facilitate emergency response and to provide such assistance at the emergency location as is appropriate to the occasion

S To ensure communication of all vital information as soon as possible

S To facilitate the re-organisation and reconstruction activities so that normal operations can be resumed

S To provide training so that a high level of preparedness can be continually maintained

S To provide a basis for up-dating and reviewing emergency procedures.

A pro-active approach to health, safety and the environment by all employees and contractors is vital to the success of the Company.  This policy statement sets out the major elements of the Company’s policy in this area.

In accordance with our policy the principles upon which the emergency management procedures are based, include:

S Information regarding an incident is passed as quickly and as directly as possible to a level of management which has authority to make the decisions required to support the action to restore control at the scene of the incident.

S This policy does not specify detailed actions - these are at the discretion of management as appropriate to the particular incident.

S If there is any doubt about the extent of mobilisation, management will call out personnel who may be required, even if they may later be stood down.

The Company's priorities are:

S Prevention

S Preparedness in case an incident should occur

S Mitigation of the effects of the incident

S Restoration of normal operating conditions

And where difficult decisions must be made, the priority is as follows:
